Terms of Use

1. General provisions
These Terms of Use govern access to and use of the vesnici.mk online platform (hereinafter: “the platform”), operated by the National and University Library “St. Clement of Ohrid” – Skopje (hereinafter: “the Library”). By accessing and using the platform you accept these Terms in full. If you do not agree with them, please do not use the platform.
2. Description of the service
The platform is a specialised digital service for presenting rare newspapers and magazines from the Library’s collection. The digitised publications are viewed exclusively in the browser, through the platform’s built-in viewer. Access to certain content is available only to registered users with an approved account, and certain content may be subject to a subscription.
The platform is currently in a trial phase — content and features are continuously being added, so occasional changes and interruptions in operation are possible.
3. Registration and user account
- Registration requires that you are an active member of the Library, in accordance with the Rulebook on membership and use of services in the national library (arch. no. 02-33/1 of 18 January 2024).
- Upon registration you are obliged to provide accurate and complete information, including a valid membership card number. The account is activated after verification and approval by the Library.
- The user account is personal and non-transferable; it may not be assigned to or shared with third parties.
- You are responsible for keeping your password confidential and for all activities carried out through your account.
4. Statement on the Use of Digital Objects
A condition of registration is acceptance of the Statement on the Use of Digital Objects, adopted pursuant to Article 24 of the Rulebook on membership and use of services in the national library. By accepting the Statement you undertake:
- to use the digital objects available on the platform in accordance with the provisions of the Law on Copyright and Related Rights and other applicable legislation;
- whenever you publish a work, in printed or electronic form, that uses materials from the platform’s digital collection, to deliver a copy to the Library and to cite complete bibliographic information about the source and its location;
- to observe the stated conditions under full material and criminal liability; disputes arising from non-observance of the Statement are resolved before the competent court.
5. Permitted and prohibited use
The platform’s content is intended for personal, educational and scholarly research purposes. The following are not permitted:
- downloading, copying, reproducing or further distributing the digital publications beyond the limits permitted by law and by the Statement;
- circumventing or attempting to circumvent the technical measures protecting the content;
- automated, bulk downloading of content or overloading the platform;
- using the platform in a manner that obstructs its operation or prevents other users from using it.
6. Intellectual property
The digitised publications are part of the Library’s collection and are protected under the Law on Copyright and Related Rights. All rights not expressly granted by these Terms remain with the Library or the holders of the respective rights.
7. Subscription and payments
Access to certain content may be subject to a subscription. The subscription types and prices are published on the platform. Should online payment be enabled, it will be carried out through an authorised bank or payment processor; the platform has no access to payment card data.
8. Availability and liability
The content is published “as is”. These are historical materials, and their quality and legibility depend on the condition of the source copies. The Library makes reasonable efforts to keep the platform continuously available, but does not guarantee uninterrupted operation and reserves the right to temporary interruptions for maintenance and upgrades. The Library is not liable for damage arising from the use of, or inability to use, the platform, except where otherwise provided by law.
9. Restriction and termination of the account
In the event of a breach of these Terms, and in particular of the obligations undertaken through the Statement on the Use of Digital Objects, the Library may temporarily restrict or permanently terminate the user account, without excluding the user’s liability under the law.
10. Personal data protection
The processing of users’ personal data is governed by the Privacy Policy, which forms an integral part of these Terms.
11. Changes to the Terms
The Library reserves the right to amend these Terms. The current version is always published on this page, with the date of the last update indicated. Continued use of the platform after changes are published constitutes acceptance of them.
12. Governing law and jurisdiction
These Terms are governed by the law of the Republic of North Macedonia. Disputes not resolved amicably fall under the jurisdiction of the competent court in Skopje.
